Insulation only performs if it is installed to the assembly. Compressed, gapped, or bypassed insulation is a number on paper.
Installation quality determines actual performance far more than the rated value does. Insulation compressed behind wiring, gapped at framing, or missing at rim joists and top plates performs well below its rating, and none of that is visible once the wall is closed.
Air sealing is the part most often skipped. Insulation slows heat transfer; it does not stop air movement. A well insulated assembly with unsealed air paths still moves conditioned air out and unconditioned air in, and the insulation gets blamed for it.
Restoration and remodel work is the practical opportunity. Assemblies are already open, which is the only time correcting insulation and air sealing is inexpensive.
